Speak up to oppose the Ethnic Unity Law of China.
Support human rights in Tibet!

Every call, email, or letter to your representative matters.  Very few Americans actually contact their House and Senate reps, so every contact is weighed heavily, especially if many people speak up on the same issue.  If you have never done so, now is the time.  It’s easy and rewarding.  Step 1: find your congressional representatives.  Step 2: ask your representatives to:  

  1. Publicly condemn China’s Ethnic Unity and Progress Law as a tool of forced assimilation, cultural erasure, and transnational repression. Coordinate with democratic allies to oppose the law through bilateral diplomacy, the United Nations, and other multilateral forums, and call for its repeal.  The House has a specific resolution you can mention:   House Resolution 1400, condemning the People’s Republic of China’s Law on the Promotion of Ethnic Unity and Progress and the Chinese Communist Party’s campaign of forced assimilation against ethnic and religious minorities.You can also urge House reps to Join the bipartisan group of fourteen House members in a letter to Secretary of State Rubio asking the Department to condemn the Ethnic Unity Law. 
  2. (for House Reps) Cosponsor H.R. 9085, the Tibet Atrocities Determination Act, introduced by Reps. Chris Smith (R-NJ) and Tom Suozzi (D-NY) on June 2, 2026. It would require the Secretary of State to report to Congress on whether the PRC’s treatment of Tibetans constitutes genocide or crimes against humanity. Rep. John Moolenaar (R-MI), Chairman of the Select Committee on the CCP, has cosponsored.  (For Senators) The Senate companion is Senate Bill 4432, from Sens. Rick Scott (R-FL) and Jeff Merkley (D-OR).
  3. Ask congress to urge the Department of State and the Special Coordinator for Tibetan Issues to monitor and report on the law’s implementation, including its effects on Tibetan religion, language, education, cultural preservation, and Tibetan communities living abroad.
  4. (For House Reps) Pass the Assuring the Future of Tibet Act (H.R. 8982) with strong bipartisan support and ensure swift enactment into law. Advance and approve the Senate companion legislation to demonstrate enduring US recognition of and engagement with the Central Tibetan Administration as the democratically elected representative of the Tibetan people.
  5. Support full implementation of the Promoting a Resolution to the Tibet–China Dispute Act (P.L. 118–70) and continued direct dialogue between Chinese authorities and representatives of His Holiness the Dalai Lama.
  6. Strengthen US efforts to protect Tibetans and other targeted communities from transnational repression and support the preservation of Tibetan language, religion, culture, and education.
